Without a clear sense of where a group is headed, effort tends to scatter, everyone working hard in slightly different directions. This verse pairs vision with something practical, keeping the law, meaning a clear vision needs to be lived out, not just stated once and forgotten. A vision stated once in a kickoff meeting and never revisited tends to fade fast under the weight of daily tasks, which is why groups that stay aligned usually return to their vision often, not just at the start.
